Amazon Game Downloads - Really?

Amazon allows you to buy digital goods, including PC games.  Since I purchase books, some mp3s, and a few other things at Amazon I might as well make it responsible for my game collection.  But wait, what is this stuff below?

After clicking the Install button I am given this message:
Thanks for your purchase from Amazon.com. The title you purchased requires Steam activation in order to play.
Amazon Game Downloads is constantly working to offer an increasing selection of game downloads at competitive prices. Make sure to check www.amazon.com/gamedownloads regularly to see what new games we have available and the great deals we run every week.
If you already have a Steam account, please do the following:
  1. Log into your Steam account on the Steam client
  2. In the lower left corner, click “Add A Game...”
  3. Select “Activate a Product on Steam…”
  4. Click “Next…” on the product activation information screen
  5. Click “I Agree…” on the product EULA screen
  6. Enter the product code delivered in your Amazon ‘Your Games & Software Library’; click Next
  7. The game is now ready to download directly from Steam
If you do not already have a Steam account and/or client, please do the following:
  1. In your browser, go to http://store.steampowered.com
  2. In the upper left of your window, locate the green “Install Steam” icon; click here
  3. Follow instructions to download and install Steam client
  4. Follow client instructions to create a new account or log into an existing account
  5. Once your account is activated, log into your Steam account on the Steam client
  6. In the lower left corner, click “Add A Game...”
  7. Select “Activate a Product on Steam…”
  8. Click “Next…” on the product activation information screen
  9. Click “I Agree…” on the product EULA screen
  10. Enter the product code delivered in your Amazon ‘Your Games & Software Library’; click Next
  11. The game is now ready to download directly from Steam
So I purchase the goods at Amazon and now I'm forced to use Steam to actually get the game?  What the hell?

Of course, this is not the case with all Amazon PC downloads, but it's certainly annoying when you expect a game download from Amazon's servers.
